Armenia President calls on making transition to presidential system again

President of Armenia Armen Sarkissian believes the Constitution of Armenia needs to be amended and the country needs to become a presidential republic again.

After the adoption of amendments to the Fundamental Law in 2015, Armenia made the transition from the presidential system to the parliamentary system.

Sarkissian declared that the country can be considered “neither presidential nor parliamentary republic when it is governed by the Prime Minister” and when “people have a lot of power, but no responsibility”.

“Armenia must return to the presidential system and undertake reforms that will be future-oriented, introducing new technologies based on artificial intelligence and opening the door for the tremendous Armenian Diaspora to make the country more predictable and future-oriented,” Sarkissian said, speaking during the Qatar Economic Forum via video call.

President Sarkissian stressed that Armenia has great potential for development and first and foremost in the IT sector, but needs to amend the Constitution before that.
